-Labor organizer shall mean any person who for a pecuniary or financial consideration solicits memberships in a labor union or members for a labor union. Under the interpretation promulgated by the Secretary of State, 'Any person who solicits memberships for a union and receives remuneration therefore, will be considered a 'labor organizer” . . . Solicitation of memberships as an incident to other duties for which a salary is paid will be considered solicitation for remuneration. Thomas v. Collins, 323 U.S. 516.
