The 'enterprise conspiracy' is a legislative innovation in the realm of individual liability for group crime. It applies to insiders and outsiders -- those merely 'associated with' an enterprise -- who participate directly and indirectly in the enterprise's affairs through a pattern of racketeering activity. 18 U.S.C. § 1962(c).
