Facts

P sought to enjoin officials of the Department of the Interior (D) from refusing to permit inspection and copying of certain agency records concerning concessions operated in the national parks. P sought financial information provided to D by operators of concessions within parks. D claimed that this information was exempt under 552(b)(4) of the Act which states: (b) This section does not apply to matters that are-- (4) trade secrets and commercial or financial information obtained from a person and privileged or confidential. The court granted summary judgment to D and P appealed.
