Facts

P was invited by a state trooper to then-Governor Clinton's hotel room, and when she arrived she was invited in, and the door was closed. P then alleged that Billy Boy reached over and took her hand and pulled her toward him so that their bodies were close to each other. Billy started putting the move on P, and sweet talked her and then bent down and attempted to kiss her on the neck. P escaped and sat down at a sofa nearest to the door. Billy then approached and lowered his trousers and underwear and exposed his penis and told P to kiss it. P rejected his advances, and then Billy put his dangerous weapon away and told her to keep the matter between themselves. P sued D under 42 U.S.C. 1983 and 1985(3) and for intentional infliction of emotional distress. D alleged that the conduct was brief and isolated and did not result in physical harm and was not so severe that no reasonable person would be expected to endure it.
