Facts

Wallet (P) was a volunteer ambulance driver and responded to a fatal auto accident on July 7, 1988. The victim was pronounced dead at the scene, and P got some of the victim's blood and bodily fluids on his hands and shirt. The victim had AIDS and hepatitis B. The Coroner informed P that arrangements had been made to test for AIDS and to get an injection to kill the hepatitis B. All tests came back negative and the fire company and the insurer refused to pay for the medical services. A referee found for P and D appealed.
