Facts

Griffen (P) was discharged by Big Spring Independent School District (D) and sought an administrative hearing on the issue. The hearing officer agreed that the discharge was racially motivated. The Texas State Board reversed the hearing officer without a hearing or a written opinion. P filed a civil rights action. D moved for a summary judgment. D's motion was granted. P appealed.
