Facts

P purchased land near an airport, and in 1956 the city took part of P's land to lengthen the runway. When that improvement was completed, P's home was just a few hundred feet from the runway apron wherein noise vibration from airplane operations caused windows in the house to break and to make sleep all but impossible during certain hours of operation. P claims that the use of the airport has resulted in a taking and seeks just compensation. No overflights occurred over P's property.
