Facts

Fasano (P) represented a group of homeowners who were opposed to a zoning change which allowed the construction of mobile home park in a residential area. The Board of County Commissioners of Washington County (D) approved the change. P brought suit, and the trial court reversed the decision for D. An appeals court affirmed. D appealed, claiming that their decision was valid. They also claimed that they did not have to show a change of conditions before changing the zoning. Even if a showing was required, the change made was in accordance with the comprehensive plan.
