P ran a mail-order business that taught the use the brain and the mind to cure sickness. It got 3000 letters per day and about $1600 per day. The postmaster general after a hearing ordered the post office, not to delivery P's mail and to return it stamped fraudulent; done under a statute that pertained to a reasonable belief of fraudulent practices. P appealed the order of the postmaster. P sought an injunction to restrain a subordinate official from carrying out the order of the Postmaster General.
