Ps were classified as enemy combatants and claim from newspaper rumors that they would be transferred to a country like Pakistan, Afghanistan, Saudi Arabia, or Yemen and subsequently tortured, and raped. D submitted declarations refuting these claims and that it is the policy of the U.S. not to repatriate any prisoners to countries where it would be likely for them to be tortured.
