Facts

Mayer (D) was convicted of nonfelony charges of disorderly conduct and interference with a police officer. He was sentenced to pay a $250 fine for each offense. D appealed but was denied an application for a free transcript because that rule for free transcripts only applied to felony convictions. D made a motion for a free transcript to the Illinois Supreme Court, and that motion was denied. The Supreme Court granted certiorari.
