Facts
Kemezy (P) sued Peters (D), an Indiana policeman, under 42 U.S.C. Section 1983 claiming that D had wantonly beat P with an officer's nightstick in an altercation at a bowling alley. D was moonlighting as a security guard at the time. The jury gave P $10,000 in compensatory damages and $20,000 in punitive damages. D appealed.
