Facts

P sued Ds alleging that D by force of their official positions systematically extorted from the employees of P 3% of their official income from 1917 to 1949 as a condition of their continued employment. It is alleged that Ds retained the monies for their own use and that Ds consisted of former city officials, two former mayors, and a deputy mayor. P wanted judgment of $15,000,000 plus interest for the benefit of all employees and their heirs. The trial court dismissed, and P appealed.
