Randy was born in 1974. Jane (W) was separated from her husband Don (H), and W got custody of the child. Juvenile authorities became interested in the child when he was found to have a broken arm less than a year after birth. A petition of neglect was filed, and Randy was removed from W's care pending a hearing. W testified that she had been involved with drugs since 14 including marijuana, LSD, amphetamines, and glue-sniffing. W was only 19. Randy was present during several of her drug parties and W acknowledged that she did not take proper care of the child on these occasions. During the pendency of this hearing W lived at 9 different places, hitchhiked to California with the child who was then seven months old and lived with her boyfriend who was unstable and treated Randy badly. W began work as a masseuse and the child was left with Brian's parents, or a runaway 15-year-old who was also on drugs. W's responsibilities in her current profession included illegal sex with her customers. W testified that she made $350 per week and used $80 a day of that to satisfy her drug habits and as a result, she was in debt. The child was poorly fed, clothed and supervised. Randy was adjudicated a neglected child and placed in foster care until W got her act together. Seven conditions were imposed on her regaining custody of which was that she no longer work as a masseuse. W appealed.
