Facts

M was a 16-year-old unwed mother who had been incorrigible as a child, sexually promiscuous and had no visible means of support for herself and her two-day-old child. The welfare department had refused to provide aid in that M could not be controlled and was herself previously in a foster home. The plan of M to take the child to her grandparents’ house is without merit as her father is an 80-year-old invalid and her mother cannot care for the child.
