Facts

Several mutually exclusive applicants filed for a license to construct and operate a commercial FM station in Selbyville, Delaware. In 1989, the Administrative law judge rejected the application of Susan Bechtel (P). P's application received little attention, as P alone among the four applicants did not propose to integrate ownership and management of the new station. P appealed.
