It stems from the valid concept that serious crime begins with a series of minor violations which go unpunished or with minor punishments. Thus, because there is hardly any consequence to the violation of crime it leads to more crime of a serious nature. Zero-tolerance interrupts this process by requiring immediate and severe penalties for even minor infractions.
