Sanders (D) ran a pharmacy in Fort Worth. D's pharmacy served many families who were entitled to Medicaid benefits. These benefits included three free prescriptions per month for each family member. D was charged with writing phony prescriptions that were never filled and submitting claims for them for reimbursement. During trial, the Government submitted computer printouts from the Texas Department of Human Resources (TDHR) as its evidence of this fraud. D objected but was overruled. D was convicted and appealed.
