Facts

Taylor (D) was married to Kathy in 1977 and had two children. They were divorced in 1980 and Kathy got custody of the children with a support ordered that was issued by a Michigan court. D was ordered to pay $34 per week. After the divorce, Kathy and the two children moved to Indiana. D remained in Michigan and has not visited the children. Between October 16, 1990, and October 23, 1992, D did not pay the support for his children living in Indiana. The State of Indiana filed an action against D. D appeared in person and filed a motion to dismiss for lack of jurisdiction. The trial court agreed and dismissed all of the charges. The State appealed.
